Planning proposal to unlock more public open space

Following Blacktown City Council’s endorsement of the Blacktown Quarter masterplan, Walker has lodged a planning proposal that will help deliver a larger, greener and more connected civic heart for Blacktown City Centre.

The proposal seeks to relocate 1,076 sqm of RE1-zoned public recreation land from Alpha Street to an equivalent 1,076 sqm area East of Flushcombe Road, opposite the Max Webber Library.

Importantly, the proposal does not reduce the amount of RE1-zoned land. It instead allows the open space to form part of a much larger, connected public realm at the heart of the precinct where it can form part of a larger civic space, creating a better outcome for the community.

The rezoning is the first step in delivering a new civic space for the City Centre that will eventually be wider than Sydney’s Martin Place, with room for community events, markets and festivals, along with better connections between Max Webber Library, Civic Plaza and surrounding streets.

Together with the broader Blacktown Quarter masterplan, the change will help unlock more than 10,000 sqm of open space in the heart of Blacktown, equating to a 230% increase and a 20% uplift in tree canopy within Blacktown.

The proposal supports Blacktown City Council’s vision for a more liveable, connected and vibrant city centre, creating a safer, larger and more landscaped public space where people can meet, gather and spend time.
